In 2018 the state adopted the Industrial Hemp Act (SB2298), requiring anyone who wishes to grow, cultivate, or process industrial hemp or hemp products to be licensed by the Department of Agriculture. According to the act, industrial hemp may contain no more than 0.3% delta-9 THC (tetrahydrocannabinol) — the psychoactive ingredient in cannabis which (at higher levels) can produce a “high” effect.
